UNDP’s partnership with the Global Fund (GF), in line with UNDP’s “HIV and Health 2022-2030: “Connecting the Dots” strategy , makes an essential contribution to the UNDP 2022-2030 Strategic Plan and the 2030 Agenda for sustainable development and the commitment to leave no one behind. Upon request, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund (GF) to ensure management, implementation and oversight of Global Fund grants, while strengthening health institutions and systems simultaneously for national entities to assume the role of PR over time.
UNDP plays an important role in supporting health outcomes by helping countries address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations . This is done through UNDP’s core work aimed at reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive health governance and building health systems. resilient and sustainable health. UNDP also contributes, through its coordination and convening role, to bringing together multiple partners and resources at the national and local levels.
As a trusted long-term partner of the FM, UNDP’s value proposition is to provide an integrated set of development solutions to strengthen institutions responsible for delivering health services. Through its contributions as an Acting Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and development support country capacity has produced significant health and development results in challenging operating environments. Proactive risk management and investment in sustainability are cornerstones of UNDP’s portfolio management approach and the provision of technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacity in key functional areas, including financial management, health systems information, procurement and supply chain management. Within the HHD Group, the Global Fund Health Partnership and Systems Team (GFPHST) is a dedicated team that provides support to UNDP country offices in the implementation of health and development programs.
UNDP has been identified as interim PR for the HIV and Tuberculosis program financed by the Global Fund in Congo for the period from January 1, 2024 to December 31, 2026. UNDP will implement the program in close coordination with national partners, including disease control programs, the CAMEPS purchasing center, NGOs, technical partners and agencies of the United Nations System. Program management will be in accordance with UNDP rules, policies and procedures, grant agreements and agreements between UNDP and the FM, in collaboration with national stakeholders, and in close coordination with the FM (including the local agent of the Fund), the CCN (National Coordinating Mechanism), technical partners and United Nations agencies, the GFPHST support team and UNDP program and operations units.
In order to ensure planning, programmatic and operational management and supervision of the project in order to achieve its goals and objectives, a dedicated project management unit (PMU) has been created and will be led by a Project Coordinator international. Administrative and Financial Analysts responsible for CSOs (NGOs, OBCs) are recruited for the Institutional SRs and Civil Society SRs components.
Duties and Responsibilities
The Administrative and Financial Analyst will perform the following tasks:
1. Support compliance of financial processes, financial information and reporting and audit monitoring with Global Fund and UNDP rules, regulations, policies and strategy
Ensure strict compliance with the internal control system according to UNDP rules and procedures;
Supports the keeping of a register of equipment purchased under the Global Fund, for the sub-recipients under its responsibility;
Ensure compliance with accounting and procurement rules and procedures;
Perform financial analysis and monitoring of grant resources;
Provide quality analysis for the sub-recipients under its responsibility;
Contribute to the planning and monitoring of expenditures according to UNDP rules, policies and procedures, on the basis of grant agreements between UNDP and the Global Fund, for sub-recipients under his responsibility;
Contribute to implementing robust financial control over all internal processes for sub-recipients under its responsibility;
Support the implementation of procedures such as reviews, reconciliations, in order to ensure economical, effective and efficient use of grant resources, so that the objectives of the latter are achieved, ensuring that expenditures are reasonable and correspond to budgetary allocations, so as to avoid non-compliant expenditure;
Support internal and external reporting, depending on the needs of the Global Fund and partners;
This system will include data from sub-recipients, service and technical assistance providers under its responsibility;
Prepare budget estimates, in collaboration with other colleagues in the management unit, according to the needs of the program, for the sub-recipients under his responsibility;
Carry out archiving of the grant for UNDP, including documents from sub-recipients, suppliers, service providers and technical assistance.
2. Contribute to the implementation of operational strategies and procedures
Implement ongoing monitoring and analysis of the financial situation, and prepare grant expenditure forecasts for sub-recipients under its responsibility;
Contribute to the timely closure of the grant in compliance with UNDP and Global Fund rules, including the transfer of assets;
Ensure monitoring to ensure the transparency of financial processes and the use of funds, in accordance with UNDP and Global Fund directives for the sub-recipients under its responsibility;
Prepare monthly cash flow projections of the grant, for the sub-recipients under his responsibility;
Contribute to audits of the UNDP Audit and Investigation Office, audits of sub-recipients, and audits of the Office of the Inspector General of the Global Fund, within the framework of the agreement between UNDP and the Global Fund;
Ensure timely implementation of audit recommendations as they relate to financial areas, grant assets and sub-recipient management;
Support payment requests and quarterly advances and prepare them;
Contribute to the monthly analysis of advance accounts and participation in the annual closing of accounts.
3. Manage the budget of a grant, and carry out budget monitoring
Represent the focal point of sub-recipients for the management of financial resources: planning, monitoring and control of resources following UNDP rules;
Ensure the elimination of errors in the budgetary management of the grant;
Ensure compliance of operations with the internal control mechanism, ensuring that vouchers are correctly processed, transactions correctly recorded and published in Quantum;
Regularly report anomalies such as budget check errors and unapproved vouchers to your supervisor;
Prepare and attend quarterly review meetings with sub-recipients in coordination with other colleagues in the management unit.
4. Ensure close budgetary monitoring of sub-recipients and other implementation partners, and strengthen their capacities
Carry out daily advisory and capacity building work for sub-recipients and other grant partners, on the themes of financial management, asset management, contracting, banking issues, budgeting, accounting and reporting;
Ensure that advances to sub-recipients and direct payments made on their behalf are properly analyzed, processed and paid on time.
Ensure that transactions are correctly and timely recorded;
Support the audit process of sub-recipients, particularly during the preparation phase and ensuring that audit recommendations are followed in accordance with the audit report;
Continuously support the financial units of sub-recipients, particularly for the liquidation of advances.
The position holder performs any other task within the framework of his functional profile, if this is deemed necessary for the proper functioning of the project.

Required Skills and Experience
Minimum training requirements
A professional qualification in accounting from an internationally accredited accounting institute and/or an advanced university degree (master’s degree) in finance and/or accounting are required. Applicants with a professional accounting degree from an internationally accredited accounting institute will have a distinct advantage.
A completed undergraduate degree (bachelor’s degree) with 2 additional years of experience will be duly taken into consideration in lieu of the Master’s degree.
Applicants who do not have professional accounting qualifications, but hold a degree with a specialization in accounting and/or finance, must complete the Finance Training and Certification Program (FTCP), if they are recruited.
Applicants who meet both of the above criteria are exempt from taking the UNDP Advanced Accounting and Finance Test (AAFT).
Applicants with an MBA or Masters in Finance, without accounting qualifications but with relevant experience, must successfully pass the UNDP Advanced Accounting and Finance Test (AAFT) to be eligible for shortlisting.
Minimum years of relevant work experience
2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of relevant experience in the provision of financial management services and/or the management of personnel and operational systems.
Required Skills
Experience using computers and office software (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems, such as ERP financial systems and databases .
Experience in IPSAS and/or IFRS is required for external candidates.
Desired skills in addition to the skills covered in the Skills section
Experience in financial systems management with UNDP or a United Nations agency would be an asset;
Experience in training national entities to strengthen financial management systems;
Experience in a public health organization would be an asset;
