Under the direct supervision of the Deputy Resident Representative, the Sustainable Development and Green Growth Program Analyst performs the functions of Advisor to management on all issues relating to the areas of Poverty and the Environment. In this capacity, he/she is responsible for managing the programmatic portfolio in these sectors, analyzes the trends and changes occurring in said sectors and proposes appropriate solutions, ensuring alignment with national priorities and strategic frameworks and plans. of the United Nations System (UNS) and UNDP.
Duties and Responsibilities
The Sustainable Development and Green Growth Program Analyst provides leadership in the formulation, management and evaluation of program activities falling within his unit and responsibility.
In addition, he/she serves as head of the Unit, coordinates and contributes substantively to the implementation of projects supported by UNDP in the sectors of competence. To this end, he/she supervises the Unit team. He/she contributes to resource mobilization efforts and in establishing and building partnerships and alliances with all stakeholders, particularly external and national partners.
He/she serves as an interface between the national party and the UNDP on issues of poverty, the environment, climate change, risk prevention and disaster management, promotion of green and blue value chains and, works in close collaboration with colleagues from other programmatic and operational units, projects, other agencies of the United Nations System, development partners as well as the private sector and civil society engaged in supporting the Government in the areas of poverty, environment and climate change.
Finally, he/she participates in knowledge development and management efforts through the supervision of staff under his/her supervision and ensures the sharing of information.
UNDP adopts a portfolio approach to adapt to changing operational needs and leverage linkages between interventions to achieve its strategic objectives. Therefore, UNDP staff are expected to work across multiple units, functions, teams and projects in multidisciplinary teams to enhance and enable horizontal collaboration.
Main tasks and responsibilities
Development and implementation of strategies and programs
Provision of advice to Management on gender-sensitive policies in the sectors of environmental and natural resource management, climate change, biodiversity conservation, pollution, waste management, supply chains green and blue value, the fight against poverty, disaster risk management and substantive contribution to the strategic programming of the office in these areas;
Program management and supervision of the Unit’s team of experts, consultants and assistants;
Mobilization of resources and development of partnerships and strategic alliances;
Provision of quality advisory support services to the Government and facilitation of knowledge development and management;
Contribution to the implementation of the country office’s gender strategy.
As a member of the country office management team, participation and contribution
Based on in-depth analyzes and research on the socio-political and economic situation of the country, makes substantive and gender-sensitive contributions in the areas of environmental and natural resource management, climate change, conservation of biodiversity, pollution, waste management, green and blue value chains, the fight against poverty and disaster risk management for the formulation of the common country assessment (CCA) and strategic documents such as the UNDAF, the CPD, the PTA and all other relevant documents;
Advises Management, identifies and develops operational projects and other interventions in the areas of poverty, environment and climate change;
Contributes to the development of policies, strategies and institutions to meet the needs of the country;
Develops notes and activity and project sheets which feed into UNDP and/or SNU programming documents and which could be presented to international and national donors as part of resource mobilization and the establishment of strategic partnerships;
Contributes to the operationalization of the UNDAF and CPD in collaboration with key partners and UNS agencies;
Analyzes and ensures the presentation of UNDP policies within the framework of the unit’s portfolio and their implementation in the office;
Ensures the effective implementation of results-based management through the definition of gender-sensitive development targets in the areas of poverty, climate change environment and taking into account the priorities of UNDP and the country, sets up and executes a monitoring-evaluation system for the implementation of activities to obtain results;
Contributes to the work of sectoral and thematic results groups within its portfolio both at the level of the United Nations System, the national counterpart and external partners.
Management and implementation of the Poverty and Environment program
Applies and enforces results-based management tools effectively and efficiently, establishing management targets and monitoring the achievement of results;
Contributes to the design and formulation of the Office’s program in the area of its responsibility, translating priorities into field interventions. Ensures coordination of program implementation with implementing agencies. He/she is responsible for finalizing the corresponding documents and presenting them to the committee if necessary;
Ensures strategic control of planning, budget preparation, implementation and monitoring of projects, tracking the use of financial resources in accordance with UNDP rules and procedures.
The Head of Unit acts as Level 2 Manager in QUANTUM for approvals of transactions within the framework of project implementation, if authorized by the Office Management in accordance with the delegation to the principles and procedures of delegation of authority;
Carry out effective monitoring, measuring the impacts of the program and ensuring its evaluation;
Ensures regular monitoring and analysis of the program environment, and makes adjustments in time if necessary;
Supports team members in creating projects in Quantum, setting up budgets, developing purchasing and recruitment plans;
Ensures the adequacy between budget execution and the achievement of the results assigned by project;
Establishes mechanisms to strengthen the capacities of national implementation structures and ensures their execution;
Ensures the establishment and implementation of a project monitoring-evaluation system with a view to obtaining results;
Ensures the timely and high-quality preparation of quarterly and annual progress reports towards assigned results in terms of environmental and natural resources management, climate change, biodiversity conservation, pollution, waste management, green and blue value chains, the fight against poverty and disaster risk management, discusses the risks and problems that may hinder the achievement of these results and proposes solutions and mitigation actions;
Ensures the timely and high-quality preparation of reports to donors;
Ensures follow-up on audit recommendations by informing management of any progress, deviations, and/or delays observed in their implementation;
Ensures all operations related to the operational and financial closure of projects;
Must achieve an annual execution rate of at least 80% on projects under his responsibility;
Conducts project visits every three months and prepares a report, according to the UNDP format, on the situation of the projects, the problems encountered and the solutions proposed;
Ensures quality control at all stages of project management;
Ensures effective programming for gender equality;
Quality advice and knowledge management support services:
Identifies sources of information on policy issues;
Coordinates the formulation of policies and institutions that respond to the problems and needs of the country in collaboration with the government and other strategic partners;
Contributes substantively in discussions and meetings, during the development of national strategies and policies, directly or by calling on the knowledge networks available within the organization;
Identifies and develops summaries of best practices and lessons learned related to the environmental sector;
Establishes advocacy networks at the national level which are linked to networks at the international level. Advocacy campaigns with significant impact are implemented with partners;
Contributes substantively to knowledge networks and communities of practice and shares proven and available best practices;
Supervises project and Unit staff in Results-Based Management;
Promotes the development of individual skills and lifelong learning through training available in Quantum and other opportunities.
Participation in the running of the office
Participate in information meetings and all office management activities such as recruitment committees, etc. ;
Make quality contributions in exchange networks;
Provide the information necessary for the regular updating of the UNDP website and the preparation of the UNDP Centrafrique Info.
Impact of results
The positive results obtained contribute directly and significantly to achieving the objectives of the Country Program and the UNDAF. More particularly, the results obtained have an impact on the design, implementation and management of projects and the Country Program as well as on the development of strategic partnerships and the mobilization of resources.

Required Skills and Experience
Education:
Higher university degree (master’s degree or equivalent) in Public Administration, Economics and/or Statistics, Social and/or Environmental Sciences, or other similar fields is required; Or
First level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be duly taken into consideration in lieu of the master’s degree
Training and certification in Prince2 or project management would be an asset.
Experience:
At least two years (with a master’s degree) or four years (with a bachelor’s degree) of relevant professional experience at national or international level in the field of policy advice, combating climate change, resource management natural resources, biodiversity preservation, risk and disaster management, etc.
Experience of at least 4 years in the design, management, implementation and evaluation of development projects;
Experience of at least 4 years in building partnerships with external partners and governments;
Good knowledge of UNDP procedures and other donors such as the UN agencies, GEF, is an asset;
Good capacity and very good experience of at least 4 years in the design and writing of quality reports or notes;
Gender and environment skills;
Experience using computers, office software (MS Word, Excel, etc.), databases and web-based management systems such as ERP;
Management experience in a networking environment;
Experience working in the United Nations system would be an asset;
Work experience/knowledge of the Congo framework is desirable;
Perfect command of French is required;
Good knowledge of English would be an asset
