ORGANIZATIONAL CONTEXT

The position is based at the World Food Programme (WFP) Sub-Office in Brazzaville, Republic of Congo, under the direct supervision of the Head of Sub-Office and in close collaboration with the technical units of the Country Office, including the teams in charge of Programme, Monitoring and Evaluation (M&E).

The Brazzaville Sub-Office coordinates and monitors several WFP interventions in its coverage area, including refugee assistance operations, integrated resilience programs, nutrition activities, school feeding programs, emergency interventions, and activities implemented in partnership with national authorities, United Nations agencies, NGOs, and cooperating partners.

In this context, the Field Monitoring Assistant will contribute to the regular monitoring of field activities, the collection and analysis of data, the control of compliance of operations with WFP standards and procedures, as well as the monitoring of the implementation of recommendations from supervision missions.

The incumbent will be responsible for conducting field missions and managing monitoring activities, while ensuring compliance with WFP policies, procedures, and operational standards. They will also be expected to produce high-quality reports, formulate operational recommendations, and contribute to the continuous improvement of WFP interventions within the Sub-Office’s coverage area.

JOB PURPOSE

Provide technical and operational support for monitoring activities implemented by the Brazzaville Sub-Office, in order to ensure the quality and compliance of their implementation in accordance with WFP standards and procedures.

The post holder will contribute to the collection, verification, analysis, and reporting of information related to field activities. They will work closely with various WFP units, implementing partners, and other stakeholders to ensure the quality and relevance of the data collected, support decision-making, and contribute to effective operational management.

MAIN FUNCTIONS AND RESPONSIBILITIES (INDICATIVE AND NON-EXHAUSTIVE LIST) :

Under the direct supervision of the Head of Sub-Office, the incumbent will be responsible for:

Operational monitoring of activities

Monitor the implementation of activities in accordance with the Operational Monitoring Plan, the Risk-Based Monitoring Framework, and WFP standards and procedures. Verify the movement and distribution of food, non-food items, and cash transfers, identify any discrepancies, and report them to the supervisor to enable the rapid implementation of corrective measures. Conduct regular field monitoring missions to assess the quality of activity implementation, identify best practices, operational constraints, and risks that could affect interventions. Produce clear and structured monitoring reports following each field mission, highlighting findings, actions taken, shortcomings observed, and recommendations for improving interventions. Monitor the implementation of recommendations made during monitoring missions and contribute to the continuous improvement of the quality of operations.

Data collection, management and analysis

Collect, verify, consolidate, and analyze data related to WFP activities, in accordance with established tools and procedures, to support indicator monitoring, performance evaluation, and decision-making. Ensure the maintenance and updating of registers, databases, and monitoring documents related to the Sub-Office’s activities. Contribute to the entry, consolidation, and updating of data in WFP information systems, including COMET, LESS, and other platforms used for program monitoring.

Accountability, protection, and feedback management

Monitor the implementation of accountability mechanisms to affected populations (CFM) and contribute to the processing of complaints, information requests, and feedback from beneficiaries, in accordance with WFP procedures. Monitor cases registered in SugarCRM and contribute to their processing and closure in coordination with the relevant units. Ensure compliance with the principles of protection, dignity of beneficiaries, accountability, and prevention of sexual exploitation and abuse (PSEA) during field activities.

Coordination and support for partners

Liaise with cooperating partners and other stakeholders to facilitate the implementation of activities and gather the information necessary for program monitoring. Provide technical support to implementing partners on WFP monitoring procedures, tools, and methods to strengthen their capacities and improve the quality of reporting. Collect and analyze feedback from cooperating partners, communities, and beneficiaries to identify implementation challenges and propose appropriate corrective measures.

Support for program management

Participate in community outreach activities related to WFP interventions. Contribute to the preparation of technical and operational reports for the Sub-Office. Support the RAM team and the Head of Sub-Office in implementing monitoring, evaluation, and reporting activities. Perform any other tasks assigned by their supervisor within the scope of their duties.
