UNDP’s partnership with the Global Fund (GF), in line with UNDP’s “HIV and Health 2022-2055: “Connecting the Dots” strategy , makes an essential contribution to the UNDP 2022-2055 Strategic Plan and the 2030 Agenda for sustainable development and the commitment to leave no one behind. Upon request, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund (GF) to ensure management, implementation and oversight of Global Fund grants, while strengthening health institutions and systems simultaneously for national entities to assume the role of PR over time.
UNDP plays an important role in supporting health outcomes by helping countries address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations . This is done through UNDP’s core work aimed at reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive health governance and building health systems. resilient and sustainable health. UNDP also contributes, through its coordination and convening role, to bringing together multiple partners and resources at the national and local levels.

Through its contributions as an Acting Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and development support country capacity has produced significant health and development results in challenging operating environments.
Proactive risk management and investment in sustainability are cornerstones of UNDP’s portfolio management approach and the provision of technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacity in key functional areas, including financial management, health systems information, procurement and supply chain management. Within the HHD Group, the Global Fund Health Partnership and Systems Team (GFPHST) is a dedicated team that provides support to UNDP country offices in the implementation of health and development programs.
UNDP has been identified as interim PR for the HIV and Tuberculosis program financed by the Global Fund in Congo for the period from January 1, 2024 to December 31, 2036. UNDP manages the TB/HIV grant, in close coordination with the national partners, including disease control programs, the CAMEPS purchasing center, NGOs, technical partners and UN agencies. The grant is managed in accordance with UNDP rules, policies and procedures, grant agreements and agreements between UNDP and the FM, in collaboration with national programs, and in close coordination with the Global Fund, the CCN (Coordinating Mechanism national), technical partners and United Nations agencies, the GFPHST support team.
At the request of the CCM, UNDP will manage the C19RM 2021 allocation which is an integral part of the main grant and which will be implemented over the same period. The C19RM Project Specialist is recruited and will be based within the Global Fund Project Management Unit within UNDP Congo.
Duties and Responsibilities
The C19RM Project Specialist will be responsible for the following tasks:
1. Ensure regular monitoring of C19 RM program activities carried out in the field by the implementation structures,
Provide technical support to implementation structures in the planning, execution and monitoring of quarterly work plans;
Provide technical and/or administrative assistance for resolving problems related to program activities;
Assist the heads of central directorates of the Ministry of Health, national programs and other SRs in the development of training and capacity building modules in the area of planning and monitoring and evaluation;
Assist the Monitoring-Evaluation units of national programs as well as actors at the community level, in the development of training and capacity building modules on the programmatic and operational level.
2. Make a technical contribution to monitoring and evaluation, particularly in relation to public health and strengthening the health system
Support activities to strengthen the SNIS (National Health Information System), improve the supply chain and laboratory, and support cross-functional data validation and analysis activities;
Encourage deeper analysis of data from central directorates of the Ministry of Health, national programs to ensure better targeting of interventions
Assist the Monitoring-Evaluation units of the central directorates of the Ministry of Health, national programs as well as actors at the community level, in the development of training and capacity building modules on the programmatic and operational level.
3. Ensures the analysis of disbursement requests and reports from the implementation structures
Ensure the review of TORs and activity budgets transmitted by the implementation structures
Ensure monitoring of the disbursement process of activities at the financial level
Ensure timely transmission and review of stakeholder activity reports
4. Participates in the organization of periodic coordination and consultation meetings as part of the implementation of the C19 RM project activities and takes an active part in them.
Support the central directorates of the Ministry of Health, national programs as well as actors at community level in the organization of stakeholder consultation frameworks within the framework of strengthening the health system
Document and disseminate in consultation frameworks in partnership with the central directorates of the Ministry of Health, national programs as well as actors at community level the experience acquired in the country as part of the response to epidemics (Covid…… ) and strengthening the health system;
5. Ensure detailed documentation of the progress and results of the C19 RM component (report of each activity, study, etc.) and ensure monthly, quarterly, semi-annual and annual reporting to the Global Fund (results, data quality, explanations of performance, and proposals for reinforcement if results are underperforming).
Facilitate the archiving of reports, training databases and health system capacity building activities
Participate in the analysis of training data from health system capacity building activities
Actively participate in the development of programmatic and financial progress reports within the framework of the Global Fund grant
The position holder performs any other task within the framework of his functional profile, if this is deemed necessary for the proper functioning of the project.
Institutional Arrangement
The C19RM Project Specialist will be placed under the supervision of the Global Fund Project Program Specialist (Deputy).

Required Skills and Experience
Minimum training requirements
Advanced university degree (master’s degree or equivalent) in management, public health, epidemiology, statistics or a similar field. OR
A first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be duly considered in lieu of the Master’s degree.
Minimum years of relevant work experience With a Masters, at least 5 years of experience in health project management or with a License, at least 7 years of experience [BM1] .
Required Skills
Proven experience in managing health projects, particularly HIV or Tuberculosis or Malaria.
Proven experience in using IT tools and managing databases
Desired skills in addition to the skills covered in the Skills section
Experience in managing routine health information systems, with knowledge of DHIS2 would be an asset;
Proven experience in developing and implementing studies and evaluations, and ability to support evaluation activities to ensure they are completed on time;
Experience working with public health organizations would be an asset;
Experience in inter-institutional technical coordination desirable;
Experience in developing reports for health funders;
Experience with Global Fund monitoring and reporting procedures and mechanisms, in alignment with international guidelines from technical partners is an asset.
Knowledge of international definitions used for reporting national indicators used in a health performance framework;
